Good question! What I understand is that, while an ISBN identifies particular editions and formats of a book, the Library of Congress control number (LCCN) identifies the book itself. It is more closely associated with the copyright and ownership if the work, while ISBN is for ordering and tracking sales. Libraries and many book stores will not carry a book if it lacks an LCCN.
